Set in the Midwest farming community of Freedom Plains, the film follows Floyd Wing (Ralph Waite), a farmer who bands together with his neighbors to oppose a power company's plan to erect huge electric towers on their properties. To effectively organize the community's "resistance" (or "ohms" in electrical terms), Floyd seeks help from a local activist schoolteacher, Jack Coker (David Birney). As the conflict escalates, the farmers resort to sabotage, leading to a major confrontation between the "little guy" and the establishment.
