Set during the Cambodian-Vietnamese conflict, the story follows American Red Cross nurse Karen Parsons (Shepherd).
- As the Khmer Rouge regime collapses, Parsons is determined to evacuate five orphans from a refugee camp in Thailand to a new life in Australia.
- She hires Steve Hannah (Waters), an Australian charter boat captain, for the perilous journey.
- Annie (Toppano) is also part of the drama, and a romance develops between Parsons and Hannah as they overcome difficult odds.
