An unusual partnership: Cat burglar Samantha White (Meredith Baxter Birney) is sprung from prison by a secretive federal agency known as the S.O.B., or Special Operations Bureau. She is put into the custody of Harry, an inexperienced, bookish agent (Robert Urich) who used to work in personnel.
The case: Samantha's special talents are needed to help the agency solve a series of high-level murders connected to a "Manchurian Candidate"-style conspiracy. The plot involves brainwashing, political manipulation, and a cover-up dating back to the Korean War.
The investigation: As they try to unravel the complex and deadly plot, the pair must dodge attacks from mysterious figures who want to prevent them from uncovering the truth.
A comic thriller: The movie blends elements of a conspiracy thriller with comedy. For example, the out-of-his-depth Harry fumbles with his gun, while the tough-as-nails Samantha displays her skills and confidence.
